The Struggle Standard

England’s DfE asks learning-AI makers to hold back the full answer until a pupil has genuinely tried, and to notice when a pupil hands thinking to the machine.

What is it?

England’s product standards for learning AI ask tools to give hints before answers, to notice when a pupil offloads the thinking, and to stop sounding like a person. The pupil’s effort becomes the thing the product protects, rather than the thing it removes.

Why now?

The Department for Education updated its generative AI product safety standards in January 2026, adding cognitive development, emotional development, mental health and manipulation. The rules run against the models underneath, which are tuned for fast, agreeable answers rather than slow, withheld help.

Who’s building it?

England’s education department, learning-AI developers, school and college buyers, and civil-society groups shaping the rules.

01 · The market
Who’s in it
Builders — developers of tutors and study tools for English schools.
Buyers — schools and colleges assessing learning AI against the published standards before purchase.
Gatekeepers — the education department, with guidance and no named enforcer.
What’s at stake
Whether a learning tool is judged by what it withholds from a pupil, not only by how well it answers.
Whether offloading can be detected reliably inside a product.
Whether schools treat guidance as a buying condition.
What’s unsettled
Whether any buyer refuses a product for failing the standard.
How a system tells real effort from a stalled attempt.
Whether other education systems adopt progressive disclosure as their own product rule for learning AI.

Novelty
A government writes that learning AI should withhold full answers by default.
Retention
Hints, partial steps and session limits keep the pupil doing the work.
Willingness to pay
Schools buy on safety and learning claims, with the standard as a public yardstick.

Learning AI splits from the general assistant by design, not only by content.
03 · Where the market goesthe forks, not a prediction
→The checklist: schools write the standard into tenders, and suppliers must show progressive disclosure and offloading detection before a sale.
→The guidance stays advisory, and general assistants remain what pupils actually use for homework.
→Offloading detection becomes a measured feature, reported to teachers alongside progress and attendance data.
→Other countries copy the no-personhood rule for tools used by children.
Everything turns on whether a rule with no named enforcer can still change what suppliers build, once buyers start asking the same questions.

The panel on this signal
They agreed on
–The standard asks learning AI to hold back full answers until a pupil has made a genuine attempt.
–It is guidance for England, with no named enforcer.
–No record yet shows a product refused or approved for a school against the standard.
The school-trust procurement lead disagreed on
–A buyer cannot test offloading detection in a demo, so tenders will accept supplier assurances the standard cannot verify.
