Certified Before Release

The AI safety claim gets an outside examiner: a youth lab and an audit startup test products against their own benchmarks, and OpenAI disputes the grade it got.

What is it?

A child-safety lab and a new ISO standard are both moving toward the same conclusion from different angles: an AI product should clear an outside test before it reaches a shelf. Insurers are pushing the same way, from underwriting. Whether a passing grade means anything durable stays open.

Why now?

AI safety claims have run on a company’s own word, the gap food and toy safety closed decades ago with an outside mark. Regulators, insurers and parents converge on the same fix. A voluntary practice turns into a prerequisite — the question is how fast conformity assessment becomes binding law.

Who’s building it?

Existing audit bodies extending their ISO and CE competencies into AI, ahead of AI-native certifiers.

01 · The market
Who’s in it
Builders — audit bodies and labs designing the tests to clear.
Buyers — companies needing a passing grade to sell, insure or reassure regulators.
Gatekeepers — insurers who now require attestation before writing an AI policy.
What’s at stake
Whether certification becomes a real filter, or a badge companies can shop for the easiest test.
Recurring cost, since a passing grade expires as models change.
Which body’s mark buyers actually trust enough to rely on.
What’s unsettled
Whether ISO/IEC 42119 becomes the reference standard, or one of several competing marks.
If insurers’ requirement forces adoption faster than any regulator manages to.
Whether existing audit incumbents out-compete AI-native certifiers built for the job.
02 · How the demand matureda progression, not a timeline
Voluntary test
A lab or standards body offers independent testing as a best-practice option.
Underwriting pressure
Insurers start requiring attestation before writing an AI policy at all.
Binding law
Conformity assessment moves from best practice into a legal precondition to sell or deploy.
Recurring cost
Certification becomes a repeated audit cycle, not a one-time badge earned once.
03 · Where the market goesthe forks, not a prediction
→One reference standard or several — ISO/IEC 42119 could become the dominant mark, or compete against child-safety and sector-specific labels.
→Insurers may end up setting the real bar faster than regulators manage to write binding law.
→Existing audit incumbents with ISO and CE competencies could crowd out AI-native certifiers before they scale.
→A passing grade could stay recurring, or compress into a badge renewed rarely.
The unsettled part is depth: whether a certification actually tests what a product does in use, or just proves a document was filed correctly.

The panel on this signal
They agreed on
–Regulators, insurers and safety labs are converging on the same fix from three separate directions at once.
–A passing grade is recurring, not a badge earned once.
–Existing audit incumbents hold a real head start over AI-native certifiers.
The regulatory analyst disagreed on
–Certification processes built around documentation review can be satisfied by paperwork completeness without directly testing a product’s behaviour under adversarial or edge-case conditions; whether these tests probe actual performance or simply confirm filings were submitted correctly is unverified.
