The Remote Minder

Behind every robotaxi sits a person it calls on when it can’t cope. California regulates that person, and from 2028 requires remote drivers to be in the US.

What is it?

The person a robotaxi calls when its driving model is stuck. Remote assistants advise the car without driving it. California now treats them as a regulated workforce: disclosed, trained, certified and able to stop the vehicle, even from another country.

Why now?

The DMV rules of 28 April 2026 defined remote assistants for the first time. From 1 July, emergency lines must answer within 30 seconds. A blackout that stranded robotaxis across San Francisco, and a Philippines disclosure at a Senate hearing, made the hidden job visible.

01 · The market
Who’s in it
Builders — robotaxi operators running remote-assistance centres at home and abroad.
Buyers — riders and first responders who need a person to answer when the car stops.
Gatekeepers — the California DMV, the legislature and Senate committees.
What’s at stake
A job that decides whether a stuck robotaxi moves or waits, now bound by certification and response-time rules.
Where the work sits, at home or abroad.
Fast answers for first responders at a scene.
What’s unsettled
Whether hours-of-service limits will extend to remote staff of robotaxis.
How many cars one remote assistant can safely cover.
Where the legal line falls between advising the driving model and actually driving the car.
02 · How the demand matureda progression, not a timeline
Novelty
Riders learn a person far away helps the car when it stalls.
Retention
Remote assistance becomes a permanent staffed layer, not a stopgap for testing.
Willingness to pay
Operators pay for certified staff and 30-second emergency lines to keep their permits.
Category
Remote assistance settles as a licensed occupation inside every driverless fleet.
03 · Where the market goesthe forks, not a prediction
→Onshore or offshore: the foreign-licence route stays open, or lawmakers pull remote staff back inside the country.
→Better driving models cut the calls, and remote teams shrink to emergency cover.
→Fleets grow faster than remote teams, and response times become the constraint regulators watch.
→Regulators elsewhere copy California’s definitions of remote assistant and remote driver for their own rules.
The shift turns on whether the person answering the car has the time, context and authority to help it, wherever in the world they sit.

The panel on this signal
They agreed on
–The driverless car still needs a person on call, and California has now written that person into law.
–The foreign-licence route lets the work move abroad.
–Emergencies, not routine rides, exposed how much the fleets lean on remote staff.
The teleoperation human-factors researcher disagreed on
–Certification matters less than workload: an assistant covering many stalled cars at once loses the context to help.
