The Answerable Dispatcher

Software that switched off drivers’ income drew an €824,990,000 Uber fine from Dutch regulators, now appealed. EU law from December 2026 requires a human to decide any account suspension.

What is it?

The off switch in platform work is moving from the model to a person. Fraud and rating software used to end a driver’s account on its own. Europe now wants a human to own that call, with reasons in writing and a route to contest it.

Why now?

The Dutch regulator fined Uber €824,990,000 in August 2026 for deactivations with no human assessment, a decision Uber has appealed. The EU platform-work deadline follows on 2 December 2026. Enforcement and statute now point the same way, and the question moves from whether to how.

Who’s building it?

01 · The market
Who’s in it
Builders — ride-hailing and delivery platforms redesigning suspension and fraud-review flows.
Buyers — drivers and couriers whose income rests on a score they cannot see.
Gatekeepers — data protection authorities, EU member states and the courts on appeal.
What’s at stake
Fraud models flag at machine speed; a human decision at that volume is a staffing cost platforms never carried before.
A fine near a billion euros, still under appeal.
Worker trust in a score they cannot inspect.
What’s unsettled
Whether a human in the loop means real judgement or a rubber stamp.
How the appeal reshapes the fine and its reach.
How far each member state’s transposition goes beyond the Directive’s floor on human decisions.
02 · How the demand matureda progression, not a timeline
Novelty
Drivers discover a model ended their income, and ask how it decided.
Retention
Data-access requests become a habit, and organised drivers build shared case files.
Willingness to pay
Regulators price the silent switch-off; platforms pay for human reviewers instead.
Category
Answerable deactivation becomes a standard layer in every platform that dispatches work in Europe.
03 · Where the market goesthe forks, not a prediction
→Real review or rubber stamp: reviewers with time and authority to overturn the model, or a queue that confirms it by default.
→The appeal narrows the fine, but the Directive keeps the human requirement in place.
→Member states transpose unevenly, and platforms design to the strictest market to keep one flow.
→Driver groups turn data-access rights into a standing channel for class claims.
The whole shift depends on whether the named human has the time, the data and the authority to disagree with the model that flagged the driver.

The panel on this signal
They agreed on
–The account switch-off is the model’s most consequential output, and Europe now treats it as a human decision.
–Organised drivers, not regulators, opened the case against Uber.
–The fine is contested, but the Directive’s human requirement does not depend on the appeal.
The trust-and-safety operations lead disagreed on
–Review queues at fraud-alert volume drift toward confirming the flag; without time per case and overturn targets, human sign-off becomes theatre.
